If the sidebar is closed while a window is created, opening the sidebar will
show you nothing but empty panels.

Reproducible: Always
Steps to Reproduce:
1.Close the sidebar by pressing the 'grippy'
2.Press ctrl-n or alt-n to create a new window
3.In this window, open the sidebar by pressing the 'grippy'

Actual Results: The panels in the sidebar in the new window contained nothing

Expected Results: It should have shown the contents of the panel.
