"Signed by" appears even at insecure site with lock unlocked.

Details
1.) Visit the above site and click on several of the javascript redirect links
in the top section, which return you to the same page with either a secure or
insecure connection.
2.) When at an insecure connection, hover the mouse over the open lock icon.
What happens: It will usually say "Signed by Thawte Consulting" and won't go
away even when visiting unrelated http:// sites. This looks like lord's bug
47783, but now has an existing testcase.
What is expected: "Show security information for this window"
