When patch for bug 514623 lands, web pages that scroll to y=0 will not put the top of the panning area at browser's y=0 if the url bar is showing (the top of the page is shown, just not at the very top). Because of the way we stitch the url bar to the content, maybe this isn't bad behavior.
Patch for bug 514623 no longer has this issue.
