51769 - Need error check for regChrome of folder w/o manifest file

spinoff of bug 43654 (which was closed out).
1. Go to http://jimbob/trigger3.html.
2. In the URL field, enter http://jimbob/jars/f_reg_chrome_dir_error.xpi . 
Script points to a folder without manifest.rdf file and calls regChrome().
3. Press Trigger. Press OK when confirmation dialog appears.
4. Check install.log contents.
Result: regChrome() passes, returns 0.
Expected: -239 error returned (chrome registry error).

The xpinstall script engine has been removed from the trunk, bugs in it are obsolete.
