An extraneous closing </style> tag in the head of a "strict" 4.01 document will 
cause the content area to "freeze" (like in bug 5569).  The chrome remains 
responsive.  2000090608

(Why are there so many bugs like this?  Shouldn't extraneous closing tags 
always be ignored?)

Extraneous close tags are ignored for the most part. This bug is strict only, so 
I'm marking it won't fix. We've decided not to ship the strictDTD.
