A hidden state of the toolbar which user added does not persist after reboot, When a multi-byte letter is included in a name of the toolbar

Reproducible: Always

Steps to Reproduce:
1. Start Minefield witn new profile
2. View > Toolbars > Customize...
3. Click "Add New Toolabr" and input "マルチバイト" as for new toolbar
4. Drag and drop a toolbutton onto the added usertoolbar. and "Done"
5. View > Toolbars > uncheck マルチバイト (To make the tool bar hidden)
6. Restart Minefield


Actual Results:  
The added toolbar is not hidden.
A state of the hidden does not persist.

Expected Results:  
The toolbar should be hidden.
A state of the hidden should persist.

The issue happens also.

The issue is also reproducible with normal letter. The name of my toolbar is 'tools'.

This is Bug 633250. the toolbar will disappear after double click StarUI or click Download toolButton
