The cutt-off is Vista specific (not happening on XP).
The accesskey problem is due to http://hg.mozilla.org/releases/l10n-mozilla-1.9.1/fr/rev/7f6335d1af90#l8.7 which changed "transférer" in "faire suivre".
FWIW, I think this change should be reverted. Thunderbird 2 and GMail both use "Transférer" and the "Tr:" in the subject line is more self-explanatory with it.

We have a screenshot on Windows Vista + Aero theme that seems to confirm this has been fixed: http://www.geckozone.org/forum/viewtopic.php?f=10&t=78011
It doesn't look like the fonts sizes are exactly the same as on the attached screenshot though.
John, can you confirm the problem doesn't exist for you using the latest nightlies?

It's much better using latest nightly (Mozilla/5.0 (Windows; U; Windows NT 6.0; fr; rv:1.9.1.5) Gecko/20091122 Shredder/3.0.1pre ID:20091122033225) and standard Aero theme, but not quite there.
That's strange, it looks quite good on Windows 7 too (see attached screenshot). Are you sure you didn't change your DPI settings or something?

I've just reset my Windows theme totally, which has solved the problem. I wasn't aware of having changed anything other than the desktop background, but there must have been something else as the total width of the dialog has now increased and everything fits. Sorry for the noise - confirmed fixed.
