Now that we can pass Properties through SendChange we should ensure that release l10n builders, and perhaps nightly and on-change ones can be forced with 'buildbot sendchange'. I think all that is required is a normal Scheduler setup for each builder. Because we'll be passing the properties elsewhere we shouldn't need buildbotcustom.l10n.

Is this still needed?  We're using real properties now, not extra attributes on the Change objects.
