Details

There are a bunch of students here at the University who are trying to connect to IRC, and are getting the error "Too many connections from your IP".

(I've also had similar problems from 128.100.5.142-ish, so if you could allow more connections from that whole block, that would be nice.  :)

If you can get me an exact list of IPs used by the University (for outbound access) and the University name, I'll be happy to bump up the connection limit for the whole lot. The Uni sysads should be able to give you the information.
