Steps to Reproduce:
1. go to about:Certerror
2. Click on "I understand the risks"
3. Try to scroll down to view the content element that became visible

Actual Results:
The certerror page does not increase its page view size to incorporate the "added" text to the viewable screen

Expected Results:
The certerror page should increase its viewable size to incorporate the now visible content element.
