For example, signoff/base.html just refers to /accounts/ instead of 
{% url accounts.views.index %} (AFAICT)

Same goes for a flock of static pages, AFAICT.

As bm-l10n-dashboard is currently set up to serve on /stage/, this blocks testing. It will at least block testing the parallel test setup.
