"us-ascii" charset name showing without a real UI name.

** observed with 9/8/2000 Win32 build **
For the last few days, I now see the name of
"us-ascii" showing up in the cached list of menu
in the Browser character coding menu.
We need to do something about it.
1. We need to find out where this name is coming from.
I don't recall web pages marked as us-ascii.
Maybe there are a few exceptions?
2. On the other hand, this charset name could appear
in mail messages.
We should decide on 2 things:
A. Should this name appear in the list?
B. If A is true, then we need to decide on a
UI name, e.g. ASCII (US-ASCII).
