On Firefox 3+, Windows 2000, XP, Vista, all 32bit and 64bit.

If extension is installed directly into %username%\Application Data\Mozilla\Firefox\Extensions\{ec8030f7-c20a-464f-9b0e-13a3a9e97384}\yourExtGuid extension is correctly registered. But if "yourExtGuid " is removed (with or without unregistering extension) it is created again empty on next Firefox start. 

You can remove your ext. folder and start Firefox twice but it will be recreated. On third Firefox start your folder won't be recreated.

Steps to Reproduce:
1. Extract extension .xpi into c:\Documents and Settings\%username%\Application Data\Mozilla\Firefox\Extensions\{ec8030f7-c20a-464f-9b0e-13a3a9e97384}\yourExtGuid  
2. Start Firefox (you should be notified that ext. is installed)
3. Close Firefox.
4. Remove "yourExtGuid" directory and start Firefox again.
5. You will see that "yourExtGuid" is recreated without any contents.

Step 6. (opt) You can delete "yourExtGuid" and start Firefox again 9and repeat it twice), with same results. On third removal and FF startup folder wont be created.

Verified fixed with Mozilla/5.0 (Windows; Windows NT 5.1; en-US; rv:2.0b2pre) Gecko/20100704 Minefield/4.0b2pre (.NET CLR 3.5.30729)

I would tend to say bug 553169. If it's wrong please adjust.
