I was told this was working at some point, but
using Mozilla/5.0 (Macintosh; U; Intel Mac OS X 10.5; en-US; rv:1.9.1.4pre) Gecko/20091002 Shredder/3.0pre the search is always AND, as far as I see.

right, WFM with 20090926. It offers an optional drop down for I don't see it with "messages with ANY of:" and "messages with ALL of:".  Which I though was nice, except that I couldn't tab to it.

nice, except that I couldn't tab to it.  It's not there in current trunk, but in facet *results* it is offered as an option.
the drop down mentioning ANY/OR and from the search results were taken out in 518946 and 518944.

Short version: understanding boolean logic to do search is a usability nightmare.

We should be able to make the drop down available again as an add-on for people who want that control and understand the consequences.  For the default case the options are confusing for many people; often times people understand boolean logic as the opposite of what it is.  For many people the search for "fruits AND vegetables" doesn't actual relate to a strict "must have both fruits and vegetables", instead many people think of it as "all of the results will have fruits and vegetables" (not every result).

code was removed in bug 518944. "Faceting for the most part is about pruning results after the fact and this upfront choice doesn't present enough information for a person to decide if the AND is going to be too restrictive.  At the same time a good search system should handle the ANDing and ORing of terms for the user mostly without their explicit knowledge.

Future systems could realize small numbers of results and offer to expand the search by ORing the terms.  Often when search results are large ORing the terms is a useless operation that only expands the result set beyond what was already usable."

"My [Bryan] suggestion for improving the option is this.  When the search result set is small (I'm not sure what the constant should be) we offer to OR the terms in order to expand the search.  We can use a string like "Expand the search by searching for $TERM or $TERM or...".  This string will be appended to the search results list after the last item such a person who looks through the 4 results shown isn't satisfied they can click the link / button to expand the search for more results"
