The CSS2 color 'scrollbar' is set from gtk's bg[NORMAL] color. However, GTK
actually uses bg[ACTIVE] for this (tested by editing some .gtkrcs.) I'm
attaching a patch to make Mozilla pick the right color from GTK. Assigning to
bryner based on cvs blame.
