1.Go to http://dev.trellon.org/mozcrm/crm/user/register
2.Enter valid username and email address
3.Do NOT check the user agreement
4.Click "Create new account"

expected result:
User agreement is mandatory for creating a new account

actual result:
User agreement in registration form is not mandatory to create a new account
