520885 - Cannot send new AddOn to Sandbox - Cannot add Category type

I have one last step to complete my theme and send it to Sandbox. I need to select at least one catgory for my addon. All other steps are complete. However, when I Edit AddOn > Manage AddOn Categories I am shown:

"No categories are available for this add-on type and application."

How am I supposed to complete the Addon?

Reproducible: Always

Steps to Reproduce:
1.submit new addon
2.edit categories
3.see message "no categories avail"
Actual Results:  
I am shown:

"No categories are available for this add-on type and application."

Expected Results:  
Should be able to add at least one category for the theme (e.g. Large, Modern, etc)

This is the AMO ID of the addon. When I load this page I see "AddOn not Found"

You add-on has no versions/files.  Without a version it doesn't have an application so that page doesn't know what categories to show you.  Your add-on is a 404 because it is still inactive because of all the above.  Add a version:

There are versions for the add-on now, so I'm marking this as fixed.
