The spell-check toolbar in the message compose window button shifts upwards by 1px or so on hover.

Really hard to see in the image itself, since spellcheck doesn't have long straight edges, but comparing the position of the top of the a relative to the top of the addressbook in http://mxr.mozilla.org/comm-central/source/mail/themes/qute/mail/compose/compose-toolbar-aero.png I'd say the non-hover image is a bit low - there's also a shift when you go from disabled to enabled (click back and forth between the addressing widget and the message body).

No, I'm pretty sure we've both got things we'd rather have clarkbw do than ui-r whether or not I can tell that you can tell that it doesn't move anymore :)
