When customising the toolbar using drag-and-drop, holding down the CTRL key converts the cursor to copy mode; that is, it adds a little "+" to it. However it is not actually possible to copy in this context.

Reproducible: Always



Expected Results:  
The cursor should not have changed when I pressed the CTRL key.

(Actually it would have been nice if I could have copied; i.e. duplicated an icon; but I'll submit a separate bug for that.)
