We've run out of protocol IDs, the cap needs to be bumped up.
Pushed http://hg.mozilla.org/projects/electrolysis/rev/983651afeec7 as a temporary fix.  I wasted some time trying to convert the |type| header field to a 32-bit int, the "real" fix, but this interacted badly with a |#pragma pack()|, and time ran out on that fix.

Leaving open for the eventual type-->32-bit conversion.
Fixed in another bug.
