When refreshing or reloading the page using the toolbar button, menu option, Ctrl-R or F5 keys, SELECT elements on the page retain their selection rather than reading the new selection from the newly downloaded HTML.

Reloading using the Ctrl-F5 key combination does not exhibit this problem.

Reproducible: Always

Steps to Reproduce:
1. Visit the testcase at the provided URL.
2. Note that the numbers in the SELECTs match the numbers next to them.
3. Reload the page.
Actual Results:  
The numbers in the SELECTs remain the same while the numbers next to them have changed.

Expected Results:  
The numbers in the SELECTs should always match the numbers next to them.
Also reproducible on Firefox 1.5.0.4 on Ubuntu 6.06
