Langpack zh-CN.xpi (simplified Chinese) is missing in:
ftp://ftp.mozilla.org/pub/thunderbird/releases/3.0b4/linux-i686/xpi/. 

Instead of it there is zh-TW.xpi (traditional Chinese). Some users are missing this langpack. Is it desired change?

Reproducible: Always
For any version localised builds have the option of opting into a release. zh-CN (like a few others) did not opt-in for the 3.0 beta 4 release. Therefore their build wasn't included (not just the xpi if you look in the other directories).

zh-CN has opted in to and is present for the RC 1 builds.

Therefore I'm going to say this bug is invalid as there is no bug here - it is simply that zh-CN did not opt-in.

Oh, and the zh-CN team are welcome to give reasons why, but I'm guessing time available is likely to be one of them.
