For any version localised builds have the option of opting into a release. zh-CN (like a few others) did not opt-in for the 3.0 beta 4 release. Therefore their build wasn't included (not just the xpi if you look in the other directories). zh-CN has opted in to and is present for the RC 1 builds. Therefore I'm going to say this bug is invalid as there is no bug here - it is simply that zh-CN did not opt-in.
