Steps to Reproduce:
1. Go to http://vingtetun.org/todo/
2. Click on Don't Allow or Never buttons
2. Try to reload the page

Actual Results:
The notification bar won't come up anymore unless I clear recent history

Expected Results:
The notification bar should come up

For 'Never' it's the normal behavior. I'll check for the 'Don't Allow' stuff
Sorry, I got the button names mixed up.

There's a Don't Allow and Not Now. When clicking Don't Allow, the notification bar doesn't come up again until the user clears their history. The notification bar does pop up after page load when having clicked "Not Now".

I'm moving this to WFM.
