On Windows, users who open a downloaded file from Firefox's temporary location (%temp% by default) see that temporary location as the default folder when saving the file.

If IE is used to save the file to a temporary location, it defaults to "Temporary Internet Files", which the "Save as" Windows shell dialog changes to "My Documents" when trying to later save the file.  This results in a much better experience, as users don't have to manually choose another folder before saving changes to an opened document.

Mozilla should match the default platform behavior in this case, as saving a modified file back to a temporary folder doesn't make sense for users.
