When a session is restored.  If you let Firefox do it's thing your fine.

If you click on a window, Firefox may want to put a window it's restoring on top,
It should continually restore webpages quitely in the background and pay attention to the window I want in focus.

Reproducible: Always

Steps to Reproduce:
Open a bunch of webpages.
Quit firefox with the restore option.
Run Firefox.
Click on a restored window.  It will not stay in focus.
Actual Results:  
Firefox pops up additional windows.

Expected Results:  
The window I clicked on should stay in focus.
Reporter, I cannot reproduce this with Firefox 3.6 (the current release).  Can you please update Firefox and try to reproduce this?  Let us know what happens.  Thanks.
I've made this happen (and actually have a patch that I haven't gotten around to finishing). It's hard to do in a fresh session, but if it's a session that's been around for a while and windows take little longer to restore, then it's much easier to trigger. The code also says this problem should exist.
