Currently they're disabled for Windows. cjones says the fact that they don't work is known.

It's been a while since I looked into the Windows problem, but I recollect there being a problem with NSPR pipes on Windows ... their semantics were different than on linux/mac, and I didn't have the time or motivation to fix them, since these tests aren't platform-specific.
