Listed add-ons lack data to appear properly in all sort options. For example, there is no data to properly rank listed add-ons by popularity or last updated date. For browse and search sorts that fall into this category, the add-ons should appear at the very end. For sorts that listed add-ons can be included in, like creation date, ratings, and name, the add-ons should appear as normal.
This uses the same box as Thunderbird add-ons and onclick should drop down. The border color is the same as the button background color.

If the user has JS disabled, just bypass the dialog and go to the homepage.

davedash supposes this will happen automatically. davedash: confirm or deny?
I won't know with certainty unless I have a dataset to index. My guess is that since their date fields and other data will be empty, they'll show up at the end.

Wenzel says you should be able to upload something like http://mattconstantine.com/minimalistgmail.xpi to get some data. Otherwise, you can input the data manually.
Summary: Search/browse sort changes for listed add-ons → Install button for listed add-ons in add-on listings
The easiest way to see this is to make a listed add-on and put that add-on's id in $results[0] for the addons_controller:1146
