Note: this may be tied to bug 522486

Steps to Reproduce:
1. Go to a website that requires a password you have not entered before. Make sure to have password saving enabled.
2. Login into the webpage and keep the notification bar visible
3. Pan down to where the url bar is half-way visible
4. Pan horizontally to open one of the sidebars

Actual Results:
The notification bar will be hidden by the snapped back url bar.

Expected Results:
The notification bar shouldn't be half-way hidden, it should snap down with the url bar
