Actual Results: Vertical scrollbar stops moving with right window border.
Expected Results: Vertical scrollbar should not disappear.

Reason for Severity: Not critical here-don't expect that many people using a 
window that narrow.  Severity Minor.

Reproducible?  Yup.
Steps to reproduce:  Go to any web site that has a vertical scrollbar, reduce 
width to past [bottom status bar + lock (security)].  Notice that after a certain 
point, it disappears.  Different skins have different threshholds for the issue.
