523889 - Enable "Selective Sharing"

Opening this bug to track an idea that has is requested frequently by users, members of the artist community, and commercial partners.

The concept is to allow a user to share a design with specific people, rather than through the public gallery. The use cases for this feature are the following:

1. Creating a persona design with personal images (eg, picture of family) and preferring to keep that private, rather than sharing with the entire personas community. Additionally, even if such a design were submitted, it wouldn't be approved because our legal guidelines filter for identifiable non-celebrities. This feature could also have strong implications for retention, because the goal is to develop a stronger emotional connection between a user and his/her browser.

2. Selling a persona design or rewarding fans with a specific persona design. This opens the possibility to create a marketplace for starving artists to sell their art work as persona designs. For commercial partners, such as Warner Bros, it envisages the possibility of running promotions (eg, Win a cool new Harry Potter persona design)

This is lower priority than current 3.6 oriented work, which is why I'm targeting discussion for this past 2.0.

I think it's a great idea, but not one that needs a stale open bug.  If it's going to happen, it needs an owner.
