Note: This is thanks to bug 486184 which is deemed critical to Fennec. Therefore, I'm marking this bug as a blocker as well.

Steps to Reproduce:
1. Go to Google News
2. Click on the search field at the top of the page to bring up the Form UI
3. Click "Next" to get to the "Search the Web" button
4. Try to click Next
5. Click Previous a lot of times

Actual Results: 
The UI does not go from "Search the Web" to the Language Picker, but if you click on Previous, it'll go to all fields from the bottom up until the Language Picker.

Expected Results: 
There should be no end to "Next" and "Previous" as the user spans the page
