js1_8_1/trace/regress-451974-02.js is randomly failing on windows with a jit timing error. The test is already marked random on Linux. I'll mark as random everywhere initially and fix the test to be deterministic.

On Windows the times were < 15ms. This increases the times which will hopefully remove any random resolution issues.
