Details
While working on bug 429418 I discovered that this version of the preloginloader package is completely busted on Windows Server 2003, and maybe XP. The Vista and XP Talos machines all have this version installed, they will need downgrading to 3.4-27. The build machines do not have it installed, they do not need anything done to them.

I tested doing a downgrade on the Vista and XP slaves today which had no issues: the package was installed successfully and the slaves came back up and were able to install packages afterwards.
I've set the rest of them to downgrade.

Everything has been downgraded at this point, except talos-rev2-vista10 - which will do so once when it gets kicked at the colo.
