Changing add-ons management dialog's size smaller, then will find the
dialog lose vertical scroll bar.

Reproducible: Always

Steps to Reproduce:
1. Launch browser
2. Open its add-ons management dialog
3. Change the dialog's size smaller, then the dialog will lose vertical scroll
bar



Expected Results:  
Vertical scroll bar keeps showing while changing the dialog's size smaller

This will not block the release. The add-ons manager isn't in dialog anymore. Even if it was, I wouldn't hold back Firefox 4 to fix this.
