When users install signed plug-ins the screen that advises them of the  plug-in 
advises them that the plug-in is "HIGH RISK and default setting is DENY.  This 
cuts down on installs of safe plug-ins.  The language ought to assume that 
signed plug-isn may be safe, that there is high risk in an unsigned control, 
medium risk in a signed control and no risk in rejection.  This fairly balances 
the interests of user safety and developer marketing needs.
