If I open the PSM window by clicking on the lock-icon it comes up just fine. If 
I then click on the lock-icon again it brings up a second PSM window but it 
only shows the top tabs, no other contents. I would think the second click would 
be ignored while the first window is still up, or that it would at least be the 
same as the first one, and certainly not blank.

Also, clicking on the top tabs of the second window does NOT cause any contents 
to appear either.

The lock is now disabled once the PSM window is displayed, however I can still
cause this bug as follows:

Select Tasks | Privacy and Security | Security Manager emnu item -> PSM window
appears

Now, click on the lock icon - you will have two PSM windows, one is complete and
one is not.

I just tried this with the 09-29-MN6 PR3 candidate build. The security advisor
has become modal for whatever reasons. So it also means bug 46705 is not valid
anymore. This will also mean that this bug is not valid too.  when there are 2
netscape6 windows open and I open the second Security Advisor , it opens just
fine. marking it resolved works for me.

I am using PR3 and my last description still happens. I'll repeat the steps now:

1) in browser, choose Tasks | Privacy and Security | Security Manager
2) without closing the security manager window, click on the lock-icon (the
security manager window is NOT modal when invoked from the menu)
3) you now have two security manager windows, one is empty and one is not.

I think, actually, that there are two bugs (neither are this bug):
1) is that invoking the security manager from the menu, as described above,
makes it non-modal,
2) is that invoking the security manager from the menu, as described above,
makes it come up empty (no selected item).

If you want me to open new bugs for those, please advise. I believe that only
the second problem (2 above) is important for RTM, the first (1 above) is simply
inconsistent behavior that looks bad, but nothing critical.

As for this bug, I am re-opening it because you can easily make the second one
blank:
1) open a browser and mail window
2) click on the lock-icon from the browser, security manager dialog appears.
3) without closing the security manager window, click on the lock-icon from the
mail window
--> the Security Manager dialog from the mail window will be empty. Again, this
is using PR3 bits dloaded from netscape.com

    I have seen this on WinNT, but with only one PSM window open at a time.
This was quite confusing for me, since it was the first time I used the PSM
ever.  So I wouldn't say that most users don't run into that.

    I'll give you more info when I find out how to reproduce this (without
opening the PSM twice).
