Startup on Mac: Firefox not topmost window

When Firefox (3.5.4) starts up on Mac, the Firefox window will not appear as the topmost window but as the second in the window z order. The menu bar will show the Firefox menu bar, but the the topmost window will remain the window shown before or, if there was just the Finder running, the Firefox window is in "deactivated" mode. You always have to click onto the Firefox window to make it the currently active window.
Expected: After startup of Firefox the Firefox window should be the topmost window as all other apps on Mac do and even Firefox on other platforms.
Reproduce: Start two different applications on your Mac. Then start Firefox. You see the Firefox menu bar active and the Firefox window as second in z order.
To eliminate the possibility that an addon causes this I deactivated all addons. This behaviour did not change by this.
I tested on OSX 10.5.8 and 10.6.1, both Intel.
I hope this is not a dupe, I searched and did not find a similar bug.
