This is 2000-09-13-21/Linux
With yesterdays snapshot you could collaps the personal toolbar, but not the
navigation toolbar. In todays build you can do neither. (This is with modern.)
If I view/apply theme to classic and blue, I get the same result (only tested
with this snapshot). Except that in classic the menu seems to be collapsable too.
Note Moreover:
In modern there is no visual indication, when you are over the arrow image.
In classic the grip turns light blue.
In blue: the grip turns light blue. (but else it looks a lit bit broken in the
toolbars)

confirmed for all Linux builds since 2000-09-13-17. In Classic (I didn't test
the other themes) menu-, nav- and pers-bar aren't collapsable. Still broken in
2000-09-14-08.

Using 2000-09-15-06/Linux I get this result:
In Modern: the personal toolbar doesn't collaps (all other work ok).
Blue and classic work ok.
Marking fixed. I saw the problem around the same time this bug was reported and
recently I have seen this working fine in Modern.

It works now. The exception is bug 53348: The menu in the address book doesn't
recollaps. Else: This does work with all three styles seemingly everywhere.
