If an iframe is included, with a style, or on a page where it would be expected to not be white, eg:
<iframe style="background: red" ...
of
<div style="background: red"><iframe ...
one would expect that the iframe would be filled with the background color until the page loads, but instead it flashes white.
I've been testing this with programatic creation/addition of iframes - it may render correct on a first render.
Reproducible: Always

If you load this html file and hit refresh, you will sometimes (depending on latency) see a white flash until the page loads. It should instead show red, and if the red weren't defined, then blue.
