I have added several cookies to the exception list as blocked but they are not getting blocked and I find them back in the cookies list again after browsing.  I have no idea why this is happening.  Could it be related to the problem where the cookies list and exception list disappears, but can be brought back by deleting the "permissions.sqlite" file.  This seems to have started with my update to 3.5.9.

Expected Results:  
Cookies added to the exception list as blocked should be blocked and both the cookies list and exception list should not disappear randomly (but brought back by deleting the permissions.sqlite file)
