Details

Tonight's build (2000091408) was looking so sweet I went and did me some serious
browsing about the web using the Modern chrome.  In doing so, I came across a
page that had one of those really annoying strobe like ad banners.  When using
NS 4.x I would normally just click on the "Stop" icon to kill the animation.
Mozilla blanks out this icon after a page has loaded, so I decided to instead
try the Esc key.  This killed the animation, but it also killed the scroll bar.
 It's still functional, but you can't see the slider, and pressing on either
arrow button will cause it to disappear.

To reproduce this you do not need an animated graphic on the page being viewed.
 On any page, simply press Esc then try to scroll the page.  As I'm seeing now,
this also impacts the text input for forms.  As I type this space has been
allocated to the scroll bar for this form, though none of it's objects are
visible.  The drop down box for OS selection seems to be retaining it's scroll
bar without any problems.

Without knowing any better, it looks like whatever is being told to stop
animations is having an impact on the chrome as well.
