When dragging a bookmark, the horizontal black line (showing the position to drop the item) appears in the parent menu, not in the sub-menu where you pick the bookmark. are you sure this is not caused by an add-on? Please try to reproduce in Safe mode: http://support.mozilla.com/kb/Safe+Mode
Does this still happen with Firefox 3.6.13 or later or Firefox 4?
