528099 - add 3.6 beta promo to Firefox download pages

Hey Steven. As discussed over IM, we'd like to add a small promo about the 3.6 beta to both http://www.mozilla.com/en-US/firefox/ie.html and http://www.mozilla.com/en-US/firefox/firefox.html.

/ie.html details:
- move existing "switching tips" promo over to where the Washington Post quote is
- add the beta promo from https://www.mozilla.com/en-US/firefox/upgrade.html to the spot where the switching tips promo currently is

/firefox.html details:
- basically the end result should be the same as the /ie page, but we'll need to add those promos to this page in the first place

other notes:
- we'll want to revert back to the pre-beta versions of these pages after 3.6 launches, so this definitely shouldn't change anything we have going on with the 3.6 branch

Thanks Stephen. I just pushed these to stage and was about to push them live when I noticed that the IE version is a little messed up. For me, at least, the promos are stacked on top of each other instead of side by side:

The Firefox version looks good, though:
https://www.authstage.mozilla.com/en-US/firefox/firefox.html

When I previewed them on trunk earlier they both looked ok. Maybe I missed a file along the way? Let me know what you think...

Talked to John about this offline (well, online...) - there was another CSS file that had to be pushed. When this goes to production, the four files listed here need to get pushed: r55984
