Details

There are two frameset documents with only a single difference.
The file:
http://www.aceprogrammer.com/BrokenFrameset.html

has the line in the <head>:
<link rel="StyleSheet" href="/stylesheets/APStyle.css" type="text/css"
media="screen" />

The other file has the <link> element is commented out:
http://www.aceprogrammer.com/index.html

The <link> element causes the frameset to not be displayed.  The link is to a
stylesheet which is intended to be used to format the <noframes> output.
I can reproduce this problem in the Sept 14th build.

Problem seems to be resolved in build 2000100208.
