The downloads manager, when empty, looks a little broken in that it's just a blank screen.  Elsewhere in the browser, when a section is empty, we provide a bit of feedback that it's intentionally so (e.g. when there are no recommended addons, no addons search results, or no awesomebar matches.

We can do the same here, with the string "No downloads"
