Any user with the Google Toolbar Translate notification turned on cannot  apply new personas as the Personas Notification is hidden by the  Google Translate Notification. I have  attached a screencast of the  bug
Need to dig a little more to figure out how large a use case this is. In the meantime, targeting a fix towards our next release, but marking as a minor issue because the priority will be for compatibility fixes between 3.6 and the Personas extension.
