528740 - Create mail alias/list for locale leaders

When I send an email to all locale leaders, it consists of me exporting the locale leader list as a csv file (not every time), importing that address book, and adding all list members to the "To" header of the email.

I've had a request to set one recipient as BCC, so I thought it may be time to create an address like [e-mail] or something like that, in which all members of that user group are recipients.

Before I file an IT ticket, I think we should look into a couple of issues:
* Can the list be auto-generated from the locale leaders user group? If not, we would need to maintain the recipient list manually.
* What should the address be? [e-mail] is just a nomination.

Groups can be subscribed to newsletters

People have to use the web interface to send messages, where we can check permissions.

Now, if we want a more real email/group alias, it would be quite easy. The feature doesn't exist but it's __fantastic__ idea

It looks like we should go with maintaining the list manually. Maybe even go with a mailman list. It shouldn't be that big of a deal, because adding/changing locale leaders is pretty rare nowadays.

Before we file an IT ticket, we should have the list ready for IT. Kadir, do you want to spearhead this or should I?

I assume that with the user groups implementation, we now have a way of doing this (announcements to everyone in the localizers group)?
