The scrolling symbol that appears when you click the middle mouse button disables scrolling by rolling the wheel over that specific region. It disables scrolling using the keyboard over all regions.

Reproducible: Always

Steps to Reproduce:
1. Click the middle mouse button.
2. Move the mouse over the the symbol that appears.
3. Try to scroll up and down by rolling your middle mouse button.
4. Try to scroll up and down using the arrow keys and spacebar (this step is not affected by the position of the cursor).
Actual Results:  
No scrolling will occur.

Expected Results:  
Scrolling should occur in steps 3 and 4.
I can reproduce but I'm not sure if this is a bug or intended behaviour.

Alright, Minefield tried to patch this issue. Now rolling the middle mouse after you've clicked the middle mouse button exits the scroll functionality. However, this behavior is inconsistent because rolling the middle mouse over the icon doesn't do anything.
