When a user gets an email containing the above mailto: URL (mailto:jondoe@example.com;janesmith@example.org) and clicks on it to send a new email, the recipient addresses are garbled.

Result: undeliverable email.

When a comma is used to separate addresses all is fine.

1. click on the mailto: link above

Actual Results:  
Email was not deliverable.

Expected Results:  
Thunderbird should accept the semikolon ; as a separator for email addresses.

RFC2368 http://www.ietf.org/rfc/rfc2368.txt IMHO does not allow empty recipient addresses, Thunderbird should not generate them.

RFC2368 is the mailt:-URL scheme, I meant RFC2821 SMTP.
