Patch keeps track of the previous viewport rect and calculates the difference when viewport is updated. This could result in better performance for pages that grow small amounts.
Sidenote: Removed isEmpty check from viewportChangeHangler because now Rect.equals will return true if two empty rectangles are passed in.
